The question being: "Shall the effective date clause be adopted?" Senator Leman moved for the adoption of the constitutional budget reserve fund sections. The question being: "Shall the constitutional budget reserve fund sections (Article IX, Section 17(c) Constitution of the State of Alaska) be adopted?" The roll was taken with the following result: SCS CSHB 104(FIN) Constitutional Budget Reserve Fund Sections YEAS: 14 NAYS: 6 EXCUSED: 0 ABSENT: 0 Yeas: Austerman, Cowdery, Donley, Green, Halford, Kelly, Leman, Pearce, Phillips, Taylor, Therriault, Torgerson, Ward, Wilken Nays: Davis, Ellis, Elton, Hoffman, Lincoln, Olson and so, the constitutional budget reserve fund sections failed to be adopted, and SENATE CS FOR CS FOR HOUSE BILL NO. 104(FIN)(brf sup maj fld S) was referred to the Secretary for engrossment.
