SENATE CS FOR CS FOR HOUSE BILL NO. 103(FIN) "An Act                                                
making appropriations for the operating and loan program expenses of                                
state government, for certain programs, and to capitalize funds;                                    
making appropriations under art. IX, sec. 17(c), Constitution of the                                
State of Alaska, from the constitutional budget reserve fund; and                                   
providing for an effective date" which had been held in third reading                               
(page 995) was before the Senate.                                                                   
                                                                                                    
Senator Hoffman moved that the bill be returned to second reading for                               
the purpose of a specific amendment, that being Amendment No. 17.
