Representative James moved and asked unanimous consent that the                                     
roll call on the passage of the bill be considered the roll call on the                             
effective date clause.  There being no objection, it was so ordered.                                
                                                                                                    
SB 77 was signed by the Speaker and Chief Clerk and returned to the

The following, which was held in second reading and returned to the                                 
Rules Committee (page 993), was again before the House:                                             
                                                                                                    
    HOUSE CS FOR CS FOR SENATE BILL NO. 103(FIN)                                                    
    "An Act relating to election campaigns and legislative ethics."                                
                                                                                                    
Representative James moved and asked unanimous consent that the                                     
House rescind previous action in adopting HCS CSSB 103(FIN)                                         
(page 964).  There being no objection, it was so ordered.                                           
                                                                                                    
CSSB 103(FIN) which had been read a second time (page 963) was                                      
again before the House.                                                                             
                                                                                                    
Representative James moved and asked unanimous consent that the                                     
following committee substitute be adopted in lieu of the original bill:
