A memorandum dated March 30, 2001, was received from Tamara                                         
Brandt Cook, Director, Legal Services, regarding a letter and petition                              
to the Alaska State Legislature from Mr. Stuart Thompson alleging                                   
violations of the Constitution of the State of Alaska.                                              
                                                                                                    
The memo, letter, and petition are on file in the Chief Clerk's office.                             
                                                                                                    
A letter dated March 26, 2001, was received from Alvin A. Jaeger,                                   
Secretary of State of North Dakota, forwarding a resolution regarding                               
making application to Congress to submit to the states an amendment                                 
to the Constitution of the United States to prohibit the United States                              
Supreme Court and any federal court from ordering a state or political                              
subdivision to levy or increase taxes.
