    "An Act relating to civil defense and disasters; and providing for                              
    an effective date."                                                                             
                                                                                                    
and recommends it be replaced with:                                                                 
                                                                                                    
    CS FOR HOUSE BILL NO. 325(MLV)                                                                  
    "An Act relating to the emergency and disaster powers of the                                    
    governor and to disasters, including enemy or terrorist attack, an                              
    outbreak of disease, or the threat of them; and providing for an                                
    effective date."
