effective date clause.  There being no objection, it was so ordered.

The following, which was advanced to third reading from the May11,             
1999, calendar (page 1320), was read the third time:                           
                                                                               
HOUSE CS FOR CS FOR SENATE BILL NO. 146(FIN)                                  
"An Act relating to the amount and disposition of the commercial              
fishing license fee and to the fishermen's fund; and providing for             
an effective date."                                                            
                                                                               
Representative Berkowitz moved and asked unanimous consent that he             
be allowed to abstain from voting due to a conflict of interest.               
Objection was heard, and Representative Berkowitz was required to              
vote.
