Senator Green, Chair, moved and asked unanimous consent that the               
State Affairs Committee referral be waived on HOUSE BILL NO. 11                
An Act relating to drivers licensing; and providing for an effective           
date.  Senator Duncan objected.

Act giving notice of and approving the entry into, and the issuance            
of certificates of participation in, a lease-purchase agreement for a          
centralized public health laboratory facility was not taken up this            
legislative day and the bill was signed by the President and Secretary         
and returned to the House.
