SPONSOR SUBSTITUTE FOR SENATE BILL NO. 52 An Act                               
authorizing capital punishment, classifying murder in the first degree         
as a capital felony, and establishing sentencing procedures for capital        
felonies; authorizing an advisory vote on instituting capital                  
punishment; and providing for an effective date was read the second            
time.                                                                          
                                                                               
Senator Taylor moved and asked unanimous consent for the adoption              
of the Judiciary Committee Substitute offered on page 2706.                    
Without objection, CS FOR SPONSOR SUBSTITUTE FOR                               
SENATE BILL NO. 52(JUD) An Act providing for an advisory                       
vote on the issue of capital punishment was adopted and read the               
second time.                                                                   
                                                                               
Senator Halford moved and asked unanimous consent that the bill be             
considered engrossed, advanced to third reading and placed on final            
passage.  Objections were heard.
