    "* Section 1.  AS 14.09.010(b) is amended to read:                       
	(b)  Each school district mentioned in (a)(1) of this                        
section is entitled to receive reimbursement from the state                    
for the operation of the transportation system on a unit cost                  
basis determined by the department.  In determining a                        
school district's amount of eligible transportation                            
reimbursement under this subsection, the department                            
shall provide the same level of reimbursement for                              
transportation  provided on a motor vehicle owned by                           
the school district as for transportation provided on a                        
motor vehicle operated under a contract with the school                        
district."
