Act relating to election campaigns, election campaign financing, the           
oversight and regulation of election campaigns, the activities of              
lobbyists that relate to election campaigns, the definitions of offenses       
of campaign misconduct, and to the use of the net proceeds of                  
charitable gaming activities in election campaigns; and providing for          
an effective date was enrolled, signed by the President and                    
Secretary, Speaker and Chief Clerk and the engrossed and enrolled              
copies transmitted to the Office of the Governor at 5:20 p.m. on
