Act establishing the Alaska Human Resource Investment Council and              
transferring certain functions of other entities to the council;               
establishing a planning mechanism for employment training and other            
human resource investment needs; and providing for an effective                
date" and recommended the State Affairs Committee Substitute

Alaska Housing Finance Corporation to pay for the costs of repair              
and rehabilitation of student housing facilities of the University of

uses of the Alaska debt retirement fund to allow financing of the              
repair and rehabilitation of University of Alaska facilities; and
