relating to lobbying contracts of state-related entities and involving         
lobbying contracts of state-related entities and state procurement             
practices and procedures; and providing for an effective date which            
had been placed at the top of today's calendar (page 4129) was                 
before the Senate on reconsideration.                                          
                                                                               
Senator Donley moved that the bill be returned to second reading for           
the purpose of a specific amendment, that being Amendment No. 1.
