unemployment insurance contributions; extending time periods for

insurance benefits; relating to availability for work, seeking work,           
and the calculation of wages for unemployment insurance                        
purposes; relating to voluntary federal tax withholding from                   
unemployment insurance benefits; relating to the binding effect of             
unemployment compensation decisions; relating to the definition                
of `waiting week' for employment security purposes; and
