Page 9, following line 22, insert a new bill section to read:                  
	"* Sec. 43  Section 145, ch. 208, SLA 1990, page 115, line 6 is             
amended to read:                                                               
	The sum of $5,869,400 [$9,000,000] is appropriated from the              
Railbelt energy fund (AS 37.05.520) in the general fund to the                 
Alaska Railroad Corporation for the purchase of locomotives,                   
rolling stock, and associated equipment costs."
