clause.  Without objection, it was so ordered.

                     SECOND READING OF SENATE RESOLUTIONS                    
                                                                               
SJR 40                                                                       
SENATE JOINT RESOLUTION NO. 40 Urging the Congress to                          
amend the Oil Pollution Act of 1990 with respect to the financial              
responsibility requirements for offshore exploration and production            
facilities, was read the second time.                                          
                                                                               
Senator Miller moved for the adoption of the Resources Committee               
Substitute offered on page 2656.  Senator Lincoln objected, then               
withdrew her objection.  There being no further objections, CS FOR             
SENATE JOINT RESOLUTION NO. 40(RES) was adopted.                               
                                                                               
CS FOR SENATE JOINT RESOLUTION NO. 40(RES) was read the                        
second time.                                                                   
                                                                               
Senator Taylor moved and asked unanimous consent that CS FOR                   
SENATE JOINT RESOLUTION NO. 40(RES) be considered                              
engrossed, advanced to third reading and placed on final passage.
