Senator Kelly requested that the reconsideration on the adoption of            
the Committee on Committees Report (page 861) be taken up at this              
time.                                                                          
                                                                               
Senator Duncan rose to a point of order.  President Halford ruled the        
point of order was not well taken.                                             
                                                                               
Senator Duncan appealed the ruling of the Chair, then withdrew his             
appeal.                                                                        
                                                                               
President Halford stated that the committee report must be signed by           
a majority of the committee members.

President Halford requested the Senate Secretary to re-read the                
Standing Committee Report on SENATE BILL NO. 154.                              
                                                                               
The Labor and Commerce considered SENATE BILL NO. 154 "An                      
Act relating to the economic development grant program; and                    
providing for an effective date" and recommended it be replaced
