Senator Kelly, Chair, moved and asked unanimous consent that                   
Uniform Rule 23 be waived on SENATE BILL NO. 163 "An Act                       
relating to power cost equalization; and providing for an effective            
date" for the Labor and Commerce meeting on March 18.                          
                                                                               
Senator Duncan objected.                                                       
                                                                               
The question being:  "Shall the provisions of Uniform Rule 23 be               
waived on SENATE BILL NO. 163 for the Labor and Commerce                       
Committee meeting March 18?  The roll was taken with the
