Senator Taylor moved that the first item of business on today's
calendar, namely SENATE BILL NO. 100 "An Act making

government; making, amending, and repealing capital and operating
appropriations; and providing for an effective date" be placed at the
bottom of the calendar. Senator Taylor moved and asked unanimous
consent to withdraw his motion. Senator Duncan objected, then
withdrew his objection. There being no further objections, Senator
