Pursuant to adjournment the Senate was called to order by President            
Halford at 11:31 a.m.                                                          
                                                                               
The roll showed sixteen members present.  Senator Salo was excused             
from a call of the Senate.  Senators Adams, Rieger, Taylor were                
absent.                                                                        
                                                                               
The prayer was offered by the Chaplain, Senator Miller.                        
                                                                               
Senator Pearce led the Senate in the pledge of allegiance.                     
                                                                               
                                                                               
                                CERTIFICATION                                
                                                                               
Senator Duncan moved and asked unanimous consent that the journal              
for the fourth, fifth and sixth legislative days of the First Special          
Session be approved as certified by the Secretary.  Without
