Senator Donley moved for the adoption of Amendment No. 8.
Senator Taylor objected. Senator Donley moved and asked

objection, it was so ordered.

CS FOR SENATE BILL NO. 106(FIN) was automatically in third

Senator Sharp offered the following Letter of Intent:

                                Letter of Intent
                                      for
                                 CSSB 106(Fin)

It is the intent of the legislature that the Alaska
Energy Authority expeditiously implement a plan to
reduce the agency's role in providing direct services
with state employees, and instead provide those
services by contracting with the private sector,
regional utilities, or other state agencies. It is the
intent of the legislature that the board of directors
of the energy authority draft a plan transferring all
facilities owned by the authority, including
responsibility for operations and maintenance, to
utilities served by those facilities when all debts and
bonds are repaid.

The board of directors of the energy authority is
directed to prepare and submit to the legislature by
December 31, 1993 a plan that would implement the
above. It is the intent of the legislature that this
plan will be reflected in the fiscal year 1995 budget.
