HCR 10                                                                       
Senator Taylor moved and asked unanimous consent that the Letter               
of Intent for SENATE CONCURRENT RESOLUTION NO. 2 (page                         
973) be adopted as a Senate Letter of Intent for CS FOR HOUSE                  
CONCURRENT RESOLUTION NO. 10(HES) am with the following                        
changes.                                                                       
                                                                               
	Delete "Alaska State Legislature", Insert "Senate"                            
	Delete "SCR 2", Insert "CSHCR 10(HES) am"                                     
                                                                               
Without objection, the Senate Letter of Intent was adopted.

                              CSHCR NO. 10(HES) am                             
                                                                               
It is the intent of the Senate, in enacting CSHCR
10(HES) am, that the State of Alaska continue to                               
vigorously enforce laws prohibiting illegal drug use,                          
while avoiding unnecessary entanglement with the                               
federal government over which method is most                                   
effective to prevent illegal drug use.  It is also the                         
intent of the Senate that the State maintain its                               
sovereign right to enact legislation punishing illegal                         
drug use and that the enactment of criminal laws                               
applicable to illegal drug use in the State be                                 
reserved to the Legislature.                                                   
                                                                               
CS FOR HOUSE CONCURRENT RESOLUTION NO. 10(HES) am                              
was before the Senate on final passage.                                        
                                                                               
The question being:  "Shall CS FOR HOUSE CONCURRENT                            
RESOLUTION NO. 10(HES) am Relating to allowing the state the                   
right to determine and impose sanctions on motor vehicle drivers,              
pass the Senate?"  The roll was taken with the following result:
