Senator Taylor moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered. HOUSE BILL NO. 133 was signed by the President and Secretary and returned to the House. HB 160 HOUSE BILL NO. 160(title am) "An Act relating to the time for filing certain civil actions based on a defect in an improvement to real property; and providing for an effective date" was read the second time. Senator Taylor moved and asked unanimous consent for the adoption of the Judiciary Senate Committee Substitute offered on page 2111. Senator Duncan rose to a point of order citing Uniform Rule 41(b). President Halford ruled the amendment, that being the Judiciary Senate Committee Substitute (page 2111), out of order. Senator Taylor moved and asked unanimous consent that HOUSE BILL NO. 160(title am) be removed from the calendar and returned to the Rules Committee. Senator Pearce objected.
