Representative Phillips moved and asked unanimous consent that HCS             
CSSB 100(FIN) be considered engrossed, advanced to third reading               
and placed on final passage.                                                   
                                                                               
Representative Brown objected.                                                 
                                                                               
The Speaker stated that HCS CSSB 100(FIN) would be in third

"An Act relating to the implementation of the federal emergency               
unemployment compensation program; making changes relating to
