"It is the intent of the House Resources Committee that the                    
Commercial Fisheries and Agriculture Bank (C-FAB), within its                  
existing authority under AS 44.81.221, making financing available for          
the purchase of quota shares for fisheries in or off Alaska.                   
                                                                               
It is also the intent of the House Resources Committee, that passage           
of this bill in no way implies either legislative support for, or              
opposition to, the IFQ program, only a commitment to ensuring that             
Alaskans have as much opportunity as possible to acquire quota shares          
if-or-when the IFQ program is implemented."
