Under the authority of art. III, sec. 18, of the Alaska Constitution, I am     
transmitting a bill authorizing the interception of private                    
communications.                                                                
                                                                               
Section 1 creates a new chapter in the criminal code relating to               
"interception of private communications," more commonly thought of
