Insert "(b)  The state shall pay the deferred taxes to the                    
municipalities under this section if the qualifying applicant sells,           
transfers, conveys, or bequeaths the property to a person who (1)              
is a member of the qualifying applicant's immediate family; (2) is             
an Alaskan resident as defined in AS 01.10.055; and (3) occupies               
the property as the primary residence and permanent abode.
