  "(c) It is the intent of the legislature that the authority                 
granted by this Act be implemented without affecting the                       
commercial fishing revolving loan fund for loans to purchase                   
entry permits and to purchase, repair, restore, or upgrade                     
vessels and gear."                                                             
                                                                               
Senator Little moved and asked unanimous consent for the adoption              
of Amendment No. 1A.  Without objection, Amendment No. 1A was
