Without objection, the citation was adopted and referred to the Secretary for transmittal. UNFINISHED BUSINESS SB 40 Senator Kelly, Chair, moved and asked unanimous consent that the Labor and Commerce Committee referral be waived on SENATE BILL NO. 40 "An Act relating to health insurance for small employers; and providing for an effective date." Senator Duncan objected. The question being: Shall the Labor and Commerce Committee referral be waived on SENATE BILL NO. 40?"
