Senator Taylor moved and asked unanimous consent that the notice               
and publication requirements be waived and the following citation be           
made a special order of business and be taken up at this time.

Senator Kelly, Chair, moved and asked unanimous consent that the               
Labor and Commerce Committee referral be waived on SENATE                      
BILL NO. 40 "An Act relating to health insurance for small                     
employers; and providing for an effective date."   Senator Duncan              
objected.                                                                      
                                                                               
The question being:  Shall the Labor and Commerce Committee                    
referral be waived on SENATE BILL NO. 40?"  The roll was taken
