Senator Kelly offered Amendment No. 7 :                                         
                                                                               
	After the text from Amendment No. 3 (page 3059):                              
                                                                               
	Add:	"A decision made by this waiver                                         
procedure is final and may not be appealed."                                   
                                                                               
Senator Kelly moved for the adoption of Amendment No. 7.                       
Senator Adams objected, then withdrew his objection.  There being              
no further objections, Amendment No. 7 was adopted.
