00 CS FOR SENATE BILL NO. 259(FIN) 01 "An Act relating to the compensation of state employees; relating to the salary of the 02 chief administrative law judge; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 39.27.011(m) is repealed and reenacted to read: 05 (m) If the basic monthly salaries paid to members of the supervisory 06 bargaining unit are increased under AS 23.40.215, the amounts set out in the salary 07 schedule in (a) of this section are increased at the same time and by the same 08 percentage of increase. The commissioner of administration shall, by regulation, 09 establish the percentage at which the salary schedule is increased and the increased 10 salary amount. The regulations relate to the internal management of state agencies, 11 and their adoption is not subject to AS 44.62 (Administrative Procedure Act). The 12 regulations must be published in the Alaska Administrative Register and Code for 13 informational purposes. 14 * Sec. 2. AS 44.64.010(d) is amended to read:

01 (d) The chief administrative law judge shall receive a monthly salary that is 02 equal to a step in [NOT LESS THAN STEP A NOR MORE THAN STEP F,] Range 03 27 [,] of the salary schedule in AS 39.27.011(a) [FOR JUNEAU, ALASKA]. The 04 chief administrative law judge is in the partially exempt service. 05 * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 06 read: 07 SALARY INCREASES FOR CERTAIN EXEMPT OFFICERS AND EMPLOYEES 08 OF THE EXECUTIVE BRANCH. The salary increases to AS 39.27.011(a) under 09 AS 39.27.011(m), as repealed and reenacted by sec. 1 of this Act, apply to public officers who 10 are in the exempt service under AS 39.25.110 and who are not members of a collective 11 bargaining unit established under AS 23.40.070 - 23.40.260 (Public Employment Relations 12 Act) or otherwise covered by AS 39.27.011(a). In this section, "public officers" includes 13 permanent and temporary employees in the executive branch, not including the governor, the 14 lieutenant governor, or the heads of principal departments of the executive branch. 15 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 16 read: 17 SALARY INCREASES FOR CERTAIN EMPLOYEES OF THE JUDICIAL 18 BRANCH. The salary increases to AS 39.27.011(a) under AS 39.27.011(m), as repealed and 19 reenacted by sec. 1 of this Act, apply to permanent and temporary employees and magistrates 20 in the judicial branch of the state government who are not members of a collective bargaining 21 unit established under AS 23.40.070 - 23.40.260 (Public Employment Relations Act) and who 22 are not otherwise covered by AS 39.27.011(a). 23 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 24 read: 25 SALARY INCREASES FOR CERTAIN EMPLOYEES OF THE UNIVERSITY OF 26 ALASKA. The employees of the University of Alaska who are not members of a collective 27 bargaining unit are entitled to receive salary increases in accordance with the compensation 28 policy of the Board of Regents of the University of Alaska. 29 * Sec. 6. This Act takes effect July 1, 2024.
