01 "An Act relating to teacher incentive payments for national board certification; and                                    
02 providing for an effective date."                                                                                       
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 14.20 is amended by adding a new section to read:                                                  
05 Sec. 14.20.225. Teacher incentive payments for national board                                                         
06 certification. (a) In January of each year, a school district or the department, as                                   
07 applicable, may pay an incentive payment of $5,000 to each teacher who is employed                                      
08 by the district or the department and who holds a current and valid national board                                      
09       certification.                                                                                                    
10            (b)  The department shall provide sufficient funding, subject to appropriation                               
11       and in addition to the state aid received under AS 14.17, to a school district to make                            
12       national board certification incentive payments as provided in this section.                                      
13            (c)  Nothing in this section prohibits a district or the department from                                     
14       providing additional monetary incentives to a teacher.                                                            

01            (d)  In this section,                                                                                        
02                 (1)  "district" has the meaning given in AS 14.17.990;                                                  
03                 (2)  "national board certification" means individual achievement of                                     
04 national professional teaching standards as certified by a nationally recognized board.                                 
05    * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to                          
06 read:                                                                                                                   
07       APPLICABILITY. This Act applies to a contract or collective bargaining agreement                                  
08 that becomes legally binding on or after the effective date of this Act.                                                
09    * Sec. 3. This Act takes effect July 1, 2024.
