00 CS FOR HOUSE BILL NO. 55(EDC) 01 "An Act relating to the technical and vocational education program; and providing for 02 an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 23.15.835(a) is amended to read: 05 (a) In the manner provided in AS 23.20 and for the benefit of the program, the 06 department shall collect from each employee an amount equal to .25 [.16] percent of 07 the wages, as set out in AS 23.20.175, on which the employee is required to make 08 contributions under AS 23.20.290(d). The department shall remit to the Department of 09 Revenue, in accordance with AS 37.10.050, money collected under this subsection. 10 * Sec. 2. AS 23.15.835(d) is amended to read: 11 (d) Notwithstanding AS 23.15.840(a), for the fiscal years ending June 30, 12 2015, through June 30, 2026 [2024], the money collected under this section or 13 otherwise appropriated to the Alaska Workforce Investment Board shall be allocated 14 directly in the following percentages to the following institutions for programs

01 consistent with AS 23.15.820 - 23.15.850 and capital improvements: 02 University of Alaska 45 percent 03 Galena Interior Learning Academy 4 percent 04 Alaska Technical Center 9 percent 05 Alaska Vocational Technical Center 17 percent 06 Northwestern Alaska Career and Technical Center 3 percent 07 Southwest Alaska Vocational and Education Center 3 percent 08 Yuut Elitnaurviat, Inc. People's Learning Center 9 percent 09 Partners for Progress in Delta, Inc. 3 percent 10 Amundsen Educational Center 2 percent 11 Ilisagvik College 5 percent. 12 * Sec. 3. AS 23.15.835(d), as amended by sec. 2 of this Act, is amended to read: 13 (d) Notwithstanding AS 23.15.840(a), for the fiscal years ending June 30, 14 2026, through June 30, 2030, the money collected under this section or otherwise 15 appropriated to the Alaska Workforce Investment Board shall be allocated directly in 16 the following percentages to the following institutions for programs consistent with 17 AS 23.15.820 - 23.15.850 and capital improvements: 18 University of Alaska 40 [45] percent 19 Galena Interior Learning Academy 4 percent 20 Alaska Technical Center 9 percent 21 Alaska Vocational Technical Center 15 [17] percent 22 Northwestern Alaska Career and Technical Center 3 percent 23 Southwest Alaska Vocational and Education Center 3 percent 24 Yuut Elitnaurviat, Inc. People's Learning Center 9 percent 25 Partners for Progress in Delta, Inc. 3 percent 26 Amundsen Educational Center 2 percent 27 Ilisagvik College 5 percent 28 Alaska Job Center Network 7 percent. 29 * Sec. 4. AS 23.15.835(g) is amended to read: 30 (g) Except for the Alaska Job Center Network, [THE] institutions receiving 31 funding under (d) of this section shall establish and maintain at least one articulation

01 agreement under which dual credit may be earned by high school students upon 02 completion of a vocational education course. The Alaska Job Center Network shall 03 use the funds allocated under (d) of this section for individual training grants. 04 * Sec. 5. AS 23.15.835(h) is amended to read: 05 (h) An institution's failure to comply with (e), [OR] (g), or (i) of this section 06 shall result in a withholding penalty of up to 100 [20] percent of the funding allocated 07 under (d) of this section in the following year. 08 * Sec. 6. AS 23.15.835 is amended by adding a new subsection to read: 09 (i) Funds allocated to the University of Alaska under (d) of this section shall 10 be distributed so that equal funding is awarded to the northern, interior, southwest, 11 Anchorage and Matanuska-Susitna, gulf coast, and southeast regions of the state. 12 * Sec. 7. The uncodified law of the State of Alaska is amended by adding a new section to 13 read: 14 APPLICABILITY. AS 23.15.835(i), enacted by sec. 6 of this Act, applies to funds 15 awarded on or after July 1, 2024. 16 * Sec. 8. The uncodified law of the State of Alaska is amended by adding a new section to 17 read: 18 RETROACTIVITY. If sec. 2 of this Act takes effect after June 30, 2024, sec. 2 of this 19 Act is retroactive to June 30, 2024. 20 * Sec. 9. Sections 3 and 4 of this Act take effect July 1, 2026. 21 * Sec. 10. Except as provided in sec. 9 of this Act, this Act takes effect immediately under 22 AS 01.10.070(c).
