01 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature,                            
02 concerning House Bill No. 76, extending the January 15, 2021, governor's declaration of a                               
03 public health disaster emergency in response to the novel coronavirus disease (COVID-19)                                
04 pandemic; approving and ratifying declarations of a public health disaster emergency;                                   
05 providing for a financing plan; making temporary changes to state law in response to the                                
06 COVID-19 outbreak in the following areas: occupational and professional licensing, practice,                            
07 and billing; telehealth; fingerprinting requirements for health care providers; charitable                              
08 gaming and online ticket sales; access to federal stabilization funds; wills; unfair or deceptive                       
09 trade practices; meetings of shareholders; and school operating funds; relating to informed                             
10 consent for COVID-19 vaccines; relating to personal objections to the administration of                                 
11 COVID-19 vaccines; providing immunity from liability and disciplinary action for                                        
12 occupational licensees for exposure of clients to COVID-19; and providing immunity from                                 
13 liability for persons engaging in business and their employees for exposure of customers to

16 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                             
17      That under Rule 54, Uniform Rules of the Alaska State Legislature, the provisions of                               
18 Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, regarding                             
19 changes to the title of a bill, are suspended in consideration of House Bill No. 76, extending                          
20 the January 15, 2021, governor's declaration of a public health disaster emergency in response                          

01 to the novel coronavirus disease (COVID-19) pandemic; approving and ratifying declarations                              
02 of a public health disaster emergency; providing for a financing plan; making temporary                                 
03 changes to state law in response to the COVID-19 outbreak in the following areas:                                       
04 occupational and professional licensing, practice, and billing; telehealth; fingerprinting                              
05 requirements for health care providers; charitable gaming and online ticket sales; access to                            
06 federal stabilization funds; wills; unfair or deceptive trade practices; meetings of shareholders;                      
07 and school operating funds; relating to informed consent for COVID-19 vaccines; relating to                             
08 personal objections to the administration of COVID-19 vaccines; providing immunity from                                 
09 liability and disciplinary action for occupational licensees for exposure of clients to                                 
10 COVID-19; and providing immunity from liability for persons engaging in business and their
