00 SENATE BILL NO. 203 01 "An Act designating portions of the Parks, Glenn, Seward, and Sterling Highways as a 02 part of the State's Purple Heart Trail and relating to signage and informational displays 03 for the trail." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 35.40.210(a) is amended to read: 06 (a) The Alaska Highway from the Alaska-Canada Border to Delta Junction, 07 [AND] the Richardson Highway between Delta Junction and Fairbanks, the George 08 Parks Highway between Fairbanks and Wasilla, the Glenn Highway between 09 Wasilla and Anchorage, the Seward Highway between Anchorage and the 10 Seward-Sterling highway junction, and the Sterling Highway to its termination at 11 the end of the Homer Spit are concurrently designated the Purple Heart Trail. 12 * Sec. 2. AS 35.40.210(b) is amended to read: 13 (b) The department shall erect and maintain appropriate signs facing the 14 oncoming traffic in both directions entering the highway at Fairbanks, Delta Junction,

01 Tok Junction, the Alaska Border, the Veterans Memorial at Byers Lake, Wasilla, 02 Anchorage, the junction of the Seward and Sterling highways, Soldotna, Homer, 03 and at points determined by the department [APPROXIMATELY HALFWAY] 04 between those locations designating the highways described in (a) of this section as 05 the Purple Heart Trail. Each sign must 06 (1) display a replica of the Purple Heart Medal; 07 (2) contain the following statement: "Purple Heart Trail." 08 * Sec. 3. AS 35.40.210(c) is amended to read: 09 (c) At not fewer than six [THREE] pullouts along the Purple Heart Trail, 10 selected by the commissioner, the department shall erect informational displays 11 including 12 (1) a replica of the Purple Heart Medal; 13 (2) the following statement: "Purple Heart Trail"; 14 (3) information pertinent to the Purple Heart Medal and Purple Heart 15 Trail and their history. 16 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 17 read: 18 DONATIONS FOR PURPLE HEART TRAIL SIGNAGE AND INFORMATIONAL 19 DISPLAYS. Notwithstanding the absence of separate accounting authority under 20 AS 37.05.146, The Department of Transportation and Public Facilities may accept gifts, 21 donations, and grants from a person or agency for the purpose of providing signage and 22 informational displays required by AS 35.40.210(b) and (c), as amended by secs. 2 and 3 of 23 this Act. Gifts, donations, and grants shall be used in accordance with a memorandum of 24 understanding agreed on by the donor and the department. 25 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 26 read: 27 PURPLE HEART HIGHWAY SIGNAGE AND INFORMATIONAL DISPLAYS. 28 The Department of Transportation and Public Facilities may create and erect the signs and 29 informational displays required by AS 43.40.210(b) and (c), as amended by secs. 2 and 3 this 30 Act, as funding for the signs and displays is made available through appropriation or donation 31 to the department, regardless of whether the department has sufficient funding to create and
