00 HOUSE CS FOR CS FOR SENATE BILL NO. 182(STA) 01 "An Act establishing the crime of interference with emergency communications." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 11.56 is amended by adding a new section to read: 04 Sec. 11.56.785. Interference with emergency communications. (a) A person 05 commits the crime of interference with emergency communications if the person 06 knowingly 07 (1) makes repeated emergency communications to report a previously 08 reported incident with no change in circumstance with the intent to cause an 09 emergency police, fire, or medical service response, after an emergency 10 communications worker instructs the person to stop initiating contact for the 11 previously reported incident; 12 (2) makes repeated emergency communications knowing that there is 13 not a police, fire, or medical emergency; 14 (3) threatens an emergency communications worker during an 15 emergency communication; or

01 (4) with the intent to cause a disruption in service, interferes with, 02 blocks, or otherwise disrupts an emergency communication that takes place by 03 telephone, radio, or other electronic means between 04 (A) an emergency communications worker and police, fire, or 05 medical service personnel; 06 (B) police, fire, or medical service personnel; or 07 (C) an emergency communications worker and a person 08 reporting an emergency or otherwise assisting the emergency communications 09 worker during the emergency communication. 10 (b) Interference with emergency communications under (a)(4) of this section 11 does not apply to in-person communications or routine maintenance conducted by 12 authorized personnel. 13 (c) In this section, 14 (1) "emergency communication" means a communication made to or 15 from an emergency communications center or between police, fire, or medical service 16 personnel in response to an emergency; 17 (2) "emergency communications center" means a facility that is 18 designed to receive requests for emergency assistance and staffed to perform one or 19 more of the following tasks: 20 (A) determine the location at which an emergency response is 21 being requested; 22 (B) interrogate callers to identify, assess, prioritize, and classify 23 requests for emergency assistance and other information; 24 (C) determine the appropriate emergency response required; 25 (D) assess the available emergency response resources that are 26 or will be available in the time required; 27 (E) dispatch appropriate police, fire, or medical personnel; 28 (F) transfer or exchange requests for emergency assistance and 29 other information with other emergency communications centers and 30 emergency response providers; 31 (G) analyze and respond to communications received from

01 emergency response providers and coordinate appropriate actions; and 02 (H) support incident command functions; 03 (3) "emergency communications worker" means a person handling 04 emergency communications at an emergency communications center. 05 (d) Interference with emergency communications is a class B misdemeanor. 06 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 07 read: 08 APPLICABILITY. AS 11.56.785, enacted by sec. 1 of this Act, applies to offenses 09 committed on or after the effective date of this Act.
