01 * Sec. 7. INSURANCE CLAIMS The amounts to be received in settlement of insurance 02 claims for losses and the amounts to be received as recovery for losses for the fiscal year 03 ending June 30, 2022, are appropriated from the general fund to the 04 (1) state insurance catastrophe reserve account (AS 37.05.289(a)); or 05 (2) appropriate state agency to mitigate the loss. 06 * Sec. 8. OFFICE OF THE GOVERNOR. The sum of $4,300,000 is appropriated from the 07 general fund to the Office of the Governor, division of elections, for costs associated with 08 voter outreach, language assistance and election security for the fiscal years ending June 30, 09 2022, and June 30, 2023. 10 * Sec. 9. SUPPLEMENTAL DEPARTMENT OF HEALTH AND SOCIAL SERVICES. 11 Section 60(d), ch.1, SSSLA 2021 is amended to read: 12 (d) The sum of $40,000,000 [$20,000,000] is appropriated from federal 13 receipts received from sec. 9901, P.L. 117-2 (Subtitle M—Coronavirus State and 14 Local Fiscal Recovery Funds, American Rescue Plan Act of 2021) to the Department 15 of Health and Social Services, division of public health, emergency programs, for 16 responding to public health matters arising from COVID-19 for the fiscal years 17 [YEAR] ending June 30, 2022, June 30, 2023, June 30, 2024, and June 30, 2025. 18 * Sec. 10. ALASKA PERMANENT FUND CORPORATION. (a) Section 55(c), ch. 1, 19 SSLA 2021, is amended to read: 20 (c) The sum of $2,273,686,508 [$3,069,296,016] is appropriated from the 21 earnings reserve account (AS 37.13.145) to the general fund for the fiscal year ending 22 June 30, 2022. 23 (b) The sum of $795,609,508 is appropriated from the earnings reserve account 24 (AS 37.13.145) to the divided fund (AS 43.23.045(a)) for the payment of a supplementary 25 permanent fund dividend and for administrative and associated costs for the fiscal year ending 26 June 30, 2022. 27 * Sec. 11. FUND CAPITALIZATION. The sum of $34,000,000 from the general fund is 28 appropriated to the disaster relief fund (AS 26.23.300(a)) in the fiscal year ending June 30, 29 2022. 30 * Sec. 12. LAPSE. (a) The appropriations made in sec. 4 of this Act are for capital projects 31 and lapse under AS 37.25.020.

01 (b) The appropriation made in sec. 11 of this Act is for the capitalization of a fund and 02 does not lapse. 03 (c) A grant awarded in this Act to a named recipient under AS 37.05.316 is for a 04 capital project and lapses under AS 37.05.316 unless designated for a specific fiscal year. 05 * Sec. 13. RETROACTIVITY. Sections 1 and 4 of this Act are retroactive to July 1, 2021. 06 If any other sections of this Act take effect after June 30, 2022, this Act is retroactive to 07 June 30, 2022. 08 * Sec. 14. This Act takes effect immediately under AS 01.10.070(c).
