00 CS FOR SENATE BILL NO. 74(TRA) 01 "An Act providing for and relating to the issuance of general obligation bonds for the 02 purpose of paying the cost of state infrastructure projects, including construction, 03 communications, major maintenance, public safety, and transportation projects; and 04 providing for an effective date." 05 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 * Section 1. The uncodified law of the State of Alaska is amended by adding a new section 07 to read: 08 GENERAL OBLIGATION BONDS. For the purpose of paying the cost of state 09 infrastructure projects and costs incident to the sale and issuance of bonds, general obligation 10 bonds of the state in the principal amount of not more than $303,797,585, if ratified by a 11 majority of the qualified voters of the state who vote on the question, shall be issued and sold. 12 The full faith, credit, and resources of the state are pledged to the payment of the principal of 13 and interest and redemption premium, if any, on the bonds. The bonds shall be issued under 14 the provisions of AS 37.15 as those provisions read at the time of issuance.
01 * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to 02 read: 03 2021 STATE INFRASTRUCTURE PROJECT FUND. If the issuance of the bonds is 04 ratified by a majority of the qualified voters of the state who vote on the question, a special 05 fund of the state to be known as the "2021 state infrastructure project fund" shall be 06 established, to which shall be credited the proceeds of the sale of the bonds described in sec. 1 07 of this Act, including premiums. 08 * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to 09 read: 10 DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT. The amount 15 of $19,500,000 is appropriated from the 2021 state infrastructure project fund to the 16 Department of Labor and Workforce Development for Alaska Vocational Technical Center 17 upgrades. 18 * Sec. 6. The uncodified law of the State of Alaska is amended by adding a new section to 19 read: 20 DEPARTMENT OF MILITARY AND VETERANS' AFFAIRS. The uncodified law of the State of Alaska is amended by adding a new section to 07 read: 08 UNIVERSITY OF ALASKA. The amount of $29,978,000 is appropriated from the 09 2021 state infrastructure project fund to the University of Alaska to be allocated among the 10 following projects in the amounts listed subject to reallocation between projects in accordance 11 with AS 37.07.080(e), however, a reallocation may not increase the total allocation for a 12 project by more than 10 percent: 13 PROJECT AMOUNT 14 Bartlett and Moore Hall modernization: $18,650,000 15 restrooms and sanitation infrastructure 16 UAA building energy performance upgrades 10,900,000 17 UAA integrated sciences building (CPISB) 428,000 18 combined heat and power energy savings project 19 * Sec. 11. The uncodified law of the State of Alaska is amended by adding a new section to 20 read: 21 STATE BOND COMMITTEE. If the issuance of the bonds is ratified by a majority of 22 the qualified voters of the state who vote on the question, the amount of $1,511,431 or as 23 much of that amount as is found necessary is appropriated from the proceeds of the bond sale 24 to the state bond committee to carry out the provisions of this Act and to pay expenses 25 incident to the sale and issuance of the bonds authorized in this Act. 26 * Sec. 12. The uncodified law of the State of Alaska is amended by adding a new section to 27 read: 28 LAPSE; REDEMPTION; REIMBURSEMENT. The unexpended and unobligated 29 balances of the appropriations made in secs. 3 - 10 of this Act lapse under AS 37.25.020 and 30 are appropriated to the state bond committee to redeem bonds sold under this Act. The 31 amounts expended from the general fund to pay the principal, interest, and redemption
01 premium on bonds issued under this Act shall be reimbursed to the general fund from the 02 appropriation made under this section to the extent that the money is not needed to redeem the 03 bonds. 04 * Sec. 13. The uncodified law of the State of Alaska is amended by adding a new section to 05 read: 06 BALLOT QUESTION. The question whether the bonds authorized in this Act are to 07 be issued shall be submitted to the qualified voters of the state at a statewide special election 08 to be held on a date not less than 90 days nor more than 120 days after adjournment of the 09 First Regular Session of the Thirty-Second Alaska State Legislature and shall read 10 substantially as follows: 11 P R O P O S I T I O N 12 State General Obligation $303,797,585 13 State Infrastructure Project Bonds 14 Shall the State of Alaska issue its general obligation bonds in 15 the principal amount of not more than $303,797,585 for the 16 purpose of paying the cost of state infrastructure projects? 17 Bonds Yes [ ] 18 Bonds No [ ] 19 * Sec. 14.
