01 * Sec. 10. ALASKA PERMANENT FUND. The sum of $730,500,000 is appropriated to 02 the dividend fund (AS 43.23.045(a)) for the payment of a permanent fund dividend in the 03 amount of approximately $1,100 to each eligible individual and for administrative and 04 associated costs for the fiscal year ending June 30, 2022, from the following sources: 05 (1) $400,500,000 from the general fund; 06 (2) $330,000,000 from the budget reserve fund (AS 37.05.540(a)). 07 * Sec. 11. DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC 08 DEVELOPMENT. The amount of federal receipts received from the United States Economic 09 Development Administration as a result of the American Rescue Plan Act of 2021 (P.L. 117- 10 2), not to exceed $1,000,000, is appropriated to the Department of Commerce, Community, 11 and Economic Development, economic development, for economic development planning 12 activities for the fiscal years ending June 30, 2022, June 30, 2023, and June 30, 2024. 13 * Sec. 12. DEPARTMENT OF EDUCATION AND EARLY DEVELOPMENT. The 14 amount of federal receipts received from sec. 2014, P.L. 117-2 (Subtitle A, Part 1 - Funding 15 for the Individuals with Disabilities Education Act, American Rescue Plan Act of 2021) for 16 funding for the Individuals with Disabilities Education Act, estimated to be $9,266,700, is 17 appropriated to the Department of Education and Early Development, education support and 18 administrative services, student and school achievement, for efforts to recover from the novel 19 coronavirus disease (COVID-19) public health emergency, safely reopen schools, and sustain 20 safe operations for the fiscal years ending June 30, 2022, June 30, 2023, and June 30, 2024. 21 * Sec. 13. DEPARTMENT OF HEALTH AND SOCIAL SERVICES. (a) The amount of 22 federal receipts received from sec. 2401, P.L. 117-2 (Subtitle E - Testing - Funding for 23 COVID–19 testing, contact tracing, and mitigation activities, American Rescue Plan Act of 24 2021) for the novel coronavirus disease (COVID-19) testing, contact tracing, and mitigation 25 activities in confinement facilities, estimated to be $1,600,000, is appropriated to the 26 Department of Health and Social Services, division of public health, emergency programs, to 27 detect and mitigate COVID-19 in confinement facilities for the fiscal years ending June 30, 28 2022, June 30, 2023, and June 30, 2024. 29 (b) The amount of federal receipts received from the American Rescue Plan Act of 30 2021 (P.L. 117-2) to mitigate and respond to the novel coronavirus disease (COVID-19), not 31 to exceed $50,222,500, is appropriated to the Department of Health and Social Services,
01 division of public health, emergency programs, for that purpose for the fiscal years ending 02 June 30, 2022, June 30, 2023, June 30, 2024, and June 30, 2025. 03 (c) The amount of federal receipts received from the American Rescue Plan Act of 04 2021 (P.L. 117-2) to support seniors and individuals with disabilities during the novel 05 coronavirus disease (COVID-19) public health emergency, estimated to be $5,000,000, is 06 appropriated to the Department of Health and Social Services, senior and disabilities services, 07 for supporting home-delivered meals to seniors, family caregiver support, and transportation 08 services and expanding access to COVID-19 vaccines to seniors and individuals with 09 disabilities, for the fiscal years ending June 30, 2022, June 30, 2023, and June 30, 2024. 10 * Sec. 14. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES. (a) The 11 sum of $221,000 is appropriated from the general fund to the Department of Transportation 12 and Public Facilities, Alaska marine highway system, marine vessel operations, for salary and 13 benefit adjustments for public officials, officers, and employees of the executive branch and 14 to implement the monetary terms of the ongoing International Organization of Masters, 15 Mates, and Pilots collective bargaining agreement for the masters, mates, and pilots unit for 16 the fiscal year ending June 30, 2022. 17 (b) The sum of $441,900 is appropriated from the general fund to the Department of 18 Transportation and Public Facilities, Alaska marine highway system, marine vessel 19 operations, for salary and benefit adjustments for public officials, officers, and employees of 20 the executive branch and to implement the monetary terms of the ongoing International 21 Organization of Masters, Mates, and Pilots collective bargaining agreement for the masters, 22 mates, and pilots unit for the fiscal years ending June 30, 2022, and June 30, 2023. 23 (c) If a collective bargaining agreement described in (a) or (b) of this section is not 24 ratified by the membership of the masters, mates, and pilots collective bargaining unit, the 25 appropriations made in (a) and (b) of this section applicable to the collective bargaining unit's 26 agreement are adjusted proportionately by the amount for that collective bargaining 27 agreement, and the corresponding funding source amounts are adjusted accordingly. 28 * Sec. 15. FUND CAPITALIZATION. The sum of $114,000,000 is appropriated to the oil 29 and gas tax credit fund (AS 43.55.028), from the following sources: 30 (1) $54,000,000 from the general fund; 31 (2) (This section did not receive the affirmative vote of three-fourths of the
01 members of each house of the legislature required by art. IX, sec. 17(c), Constitution of the 02 State of Alaska.) 03 * Sec. 16. LAPSE OF APPROPRIATIONS. (a) The appropriations made in secs. 10 and 15 of 04 this Act are for the capitalization of funds and do not lapse. 05 (b) The appropriations made in sec. 7 of this Act are for capital projects and lapse 06 under AS 37.25.020. 07 * Sec. 17. RETROACTIVITY. (a) Sections 4 - 6 of this Act are retroactive to June 30, 08 2021. 09 (b) Sections 1 - 3, 7 - 13, 14(a) and (c), 15, and 16 of this Act are retroactive to July 1, 10 2021. 11 * Sec. 18. Section 14(b) of this Act takes effect January 1, 2022. 12 * Sec. 19. Except as provided by sec. 18 of this Act, this Act takes effect immediately under 13 AS 01.10.070(c).
