00 CS FOR HOUSE BILL NO. 308(FIN) 01 "An Act relating to dementia awareness and health care capacity; and providing for an 02 effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 18.09 is amended by adding a new section to read: 05 Article 2A. Dementia Awareness and Health Care Capacity. 06 Sec. 18.09.300. Dementia awareness and health care capacity. (a) The 07 department shall develop and implement an evidence-based, data-informed statewide 08 dementia awareness campaign. The statewide dementia awareness campaign must 09 include promotion of screening, early diagnosis, and treatment of dementia and assess 10 appropriate levels of care and workforce capacity necessary for the population of 11 persons affected by dementia in the state. 12 (b) To build statewide dementia awareness and health care capacity, the 13 department shall 14 (1) use a public health approach to improve services and awareness of

01 dementia and educate the public on strategies related to risk reduction, early diagnosis, 02 and disease management; 03 (2) collect and monitor data to set priorities, develop public health 04 actions, and address social effects of Alzheimer's disease and other forms of dementia; 05 (3) focus on changing systems, environments, and policies to promote 06 risk reduction, improve early diagnosis, prevent and manage comorbidities, and avoid 07 hospitalizations; 08 (4) work with systems of care to identify ways to improve early 09 diagnosis, primary care, care coordination, and development of the workforce for 10 delivery of services to persons affected by dementia; 11 (5) engage community members and stakeholders in decision making; 12 and 13 (6) develop a statewide strategic plan to improve systems of care 14 infrastructure and awareness of dementia. 15 (c) Beginning January 1, 2024, the department shall submit a biannual report 16 to the senate secretary and chief clerk of the house of representatives and notify the 17 legislature that the report is available. The report must include a description of 18 accomplishments, barriers, and recommendations for priorities related to dementia 19 care in the state. 20 * Sec. 2. AS 18.09.300 is repealed July 1, 2030. 21 * Sec. 3. This Act takes effect immediately under AS 01.10.070(c).
