01 "An Act making appropriations for community assistance payments; making                                                 
02 appropriations for state aid for costs of school construction; capitalizing funds; making                               
03 supplemental appropriations; and providing for an effective date."                                                      
04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
05    * Section 1. DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC                                                         
06 DEVELOPMENT. The sum of $7,100,000 is appropriated from the general fund to the                                         
07 Department of Commerce, Community, and Economic Development for community                                               
08 assistance payments to eligible recipients under the community assistance program, for the                              
09 fiscal year ending June 30, 2022.                                                                                       
10    * Sec. 2. DEBT AND OTHER OBLIGATIONS. The amount necessary, after the                                                
11 appropriations made in sec. 68(l), ch. 1, SSSLA 2021, estimated to be $48,594,460, is                                   
12 appropriated from the general fund to the Department of Education and Early Development                                 
13 for state aid for costs of school construction under AS 14.11.100 for the fiscal year ending                            
14 June 30, 2022.                                                                                                          

01    * Sec. 3. FUND CAPITALIZATION. (a) The sum of $31,800,000 is appropriated from the                                   
02 general fund to the community assistance fund (AS 29.60.850).                                                           
03 (b)  The amount calculated under AS 14.11.025(b), after the appropriation made in                                       
04 sec. 70(k), ch. 1, SSSLA 2021, estimated to be $17,119,000, is appropriated from the general                            
05 fund to the regional educational attendance area and small municipal school district school                             
06 fund (AS 14.11.030(a)).                                                                                                 
07       (c)  The sum of $60,000,000 is appropriated from the general fund to the oil and gas                              
08 tax credit fund (AS 43.55.028).                                                                                         
09    * Sec. 4. FUND TRANSFERS. Amounts equal to the deposits in the budget reserve fund                                   
10 (art. IX, sec. 17, Constitution of the State of Alaska) for fiscal year 2021 made from subfunds                         
11 and accounts of the general fund by operation of art. IX, sec. 17(d), Constitution of the State                         
12 of Alaska, to repay appropriations from the budget reserve fund (art. IX, sec. 17, Constitution                         
13 of the State of Alaska), are appropriated from the general fund to the subfunds and accounts                            
14 from which those funds were deposited.                                                                                  
15    * Sec. 5. LAPSE OF APPROPRIATIONS. The appropriations made in sec. 3 of this Act are                                 
16 for the capitalization of funds and do not lapse.                                                                       
17    * Sec. 6. This Act takes effect immediately under AS 01.10.070(c).
