01 * Sec. 6. INSURANCE CLAIMS The amounts to be received in settlement of insurance 02 claims for losses and the amounts to be received as recovery for losses for the fiscal year 03 ending June 30, 2021, are appropriated from the general fund to the 04 (1) state insurance catastrophe reserve account (AS 37.05.289(a)); or 05 (2) appropriate state agency to mitigate the loss. 06 * Sec. 7. ALASKA PERMANENT FUND CORPORATION. The amount necessary to 07 fulfill the calculation authorized under AS 37.13.145(b), less the appropriation made in sec. 08 23(d), ch. 8, SLA 2020, estimated to be $1,225,518,055, is appropriated from the earnings 09 reserve account (AS 37.13.145) to the dividend fund (AS 43.23.045(a)) for payment of the 10 remaining 2020 permanent fund dividend to eligible recipients of the 2020 permanent fund 11 dividend. 12 * Sec. 8. DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC 13 DEVELOPMENT. The amount of the fees collected under AS 28.10.421(d) during the fiscal 14 years ending June 30, 2017, June 30, 2018, June 30, 2019, June 30, 2020, for the issuance of 15 special request Blood Bank of Alaska plates, less the cost of issuing the license plates, 16 estimated to be $2,265, is appropriated from the general fund to the Department of 17 Commerce, Community, and Economic Development for payment as a grant under 18 AS 37.05.316 to the Blood Bank of Alaska for support of their mission for the fiscal year 19 ending June 30, 2021. 20 * Sec. 9. DEPARTMENT OF LAW. The sum of $4,000,000 is appropriated to the 21 Department of Law, civil division, for defense of rights to develop and protect the state's 22 natural resources, access lands, and to manage its fish and wildlife resources, in the fiscal 23 years ending, June 30, 2021, June 30, 2022, June 30, 2023, June 30, 2024, and June 30, 2025 24 from the following sources: 25 (1) the unexpended and unobligated balance of the investment loss trust fund 26 (AS 37.14.300) estimated to be $1,477,300; 27 (2) the amount necessary after the appropriation made in (1) of this section, 28 estimated to be $2,552,700, from the dividend declared by the Alaska Housing Finance 29 Corporation for the fiscal year ending June 30, 2021. 30 * Sec. 10. DEPARTMENT OF REVENUE. The unexpended and unobligated balance, 31 estimated to be $484,434, of the appropriation made in sec. 1, ch. 19, SLA 2018, page 9, lines

01 4 - 6 (Department of Revenue, legal and financial due diligence for Alaska liquefied natural 02 gas pipeline project (AKLNG) - $750,000) is reappropriated to the Department of Revenue 03 for tax and other expertise, economic impact analysis, and legal analysis. 04 * Sec. 11. SALARY AND BENEFIT ADJUSTMENTS. Section 42(a), ch. 8, SLA 2020, is 05 amended to read: 06 (a) The operating budget appropriations made in sec. 1 of this Act include 07 amounts for salary and benefit adjustments for public officials, officers, and 08 employees of the executive branch, Alaska Court System employees, employees of the 09 legislature, and legislators and to implement the monetary terms for the fiscal year 10 ending June 30, 2021, of the following ongoing collective bargaining agreements: 11 (1) Alaska State Employees Association, for the general government 12 unit; 13 (2) Teachers' Education Association of Mt. Edgecumbe, representing 14 the teachers of Mt. Edgecumbe High School; 15 (3) Confidential Employees Association, representing the confidential 16 unit; 17 (4) Public Safety Employees Association, representing the regularly 18 commissioned public safety officers unit; 19 (5) Public Employees Local 71, for the labor, trades, and crafts unit; 20 (6) Alaska Public Employees Association, for the supervisory unit; 21 (7) Alaska Correctional Officers Association, representing the 22 correctional officers unit; 23 (8) Alaska Vocational Technical Center Teachers' Association, 24 National Education Association, representing the employees of the Alaska Vocational 25 Technical Center; 26 (9) Inlandboatmen's Untion of the Pacific, Alaska Region, 27 representing the unlicensed marine unit. 28 * Sec. 12. LAPSE. (a) The appropriations made in secs. 3, 6(2), 8, and 10 of this Act are for 29 capital projects and lapse under AS 37.25.020. 30 (b) The appropriations made in secs. 6(1) and 7 of this Act are for the capitalization of 31 funds and do not lapse.

01 (c) A grant awarded in this Act to a named recipient under AS 37.05.316 is for a 02 capital project and lapses under AS 37.05.316 unless designated for a specific fiscal year. 03 * Sec. 13. RETROACTIVITY. If this Act takes effect after June 30, 2021, this Act is 04 retroactive to June 30, 2021. 05 * Sec. 14. This Act takes effect immediately under AS 01.10.070(c).
