00 SENATE JOINT RESOLUTION NO. 20 01 Proposing amendments to the Constitution of the State of Alaska relating to a biennial 02 state budget, regular and budget sessions, and the duration of sessions. 03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. Article II, sec. 8, Constitution of the State of Alaska, is amended to read: 05 Section 8. Regular and Budget Sessions. The legislature shall convene in a 06 regular and budget session [EACH YEAR] on the fourth Monday in January in odd- 07 numbered years, and the legislature may convene in a budget session on the 08 fourth Monday in January in even-numbered years. The [, BUT THE] month and 09 day for convening a session may be changed by law. The legislature shall meet for 10 not more [ADJOURN FROM REGULAR SESSION NO LATER] than sixty 11 legislative working [ONE HUNDRED TWENTY CONSECUTIVE CALENDAR] 12 days, excluding Sundays, during a term for which members of the house of 13 representatives are elected, except when called into special session, and shall meet 14 for not more than forty legislative working days, excluding Sundays, in any one 15 calendar year, except when called into special session. During a budget session, a 16 bill that is not a biennial appropriation bill may not be introduced unless the

01 introduction is approved by an affirmative vote of two-thirds of the membership 02 of the house in which the bill is to be introduced [FROM THE DATE IT 03 CONVENES EXCEPT THAT A REGULAR SESSION MAY BE EXTENDED 04 ONCE FOR UP TO TEN CONSECUTIVE CALENDAR DAYS. AN EXTENSION 05 OF THE REGULAR SESSION REQUIRES THE AFFIRMATIVE VOTE OF AT 06 LEAST TWO-THIRDS OF THE MEMBERSHIP OF EACH HOUSE OF THE 07 LEGISLATURE]. The legislature shall adopt as part of the uniform rules of procedure 08 deadlines for determining the number of legislative working days to be devoted to 09 the regular and budget sessions, respectively, and for scheduling session work not 10 inconsistent with provisions controlling the length of the session. 11 * Sec. 2. Article IX, sec. 12, Constitution of the State of Alaska, is amended to read: 12 Section 12. Budget. During each odd-numbered fiscal year, the [THE] 13 governor shall submit to the legislature, at a time fixed by law, a budget for the next 14 two fiscal years [YEAR] setting forth all proposed expenditures and anticipated 15 income of all departments, offices, and agencies of the State. The governor, at the 16 same time, shall submit a general appropriation bill to authorize the proposed 17 expenditures in the biennial State budget. The governor shall submit [AND] a bill 18 or bills covering recommendations in the budget for new or additional revenues in 19 even-numbered fiscal years, at a time fixed by law. 20 * Sec. 3. The amendment proposed by this resolution shall be placed before the voters of the 21 state at the next general election in conformity with art. XIII, sec. 1, Constitution of the State 22 of Alaska, and the election laws of the state.
