00                      SENATE JOINT RESOLUTION NO. 9                                                                     
01 Proposing amendments to the Constitution of the State of Alaska relating to an                                          
02 appropriation bill funding public education for grades kindergarten through 12.                                         
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1. Article IX, sec. 12, Constitution of the State of Alaska, is amended to read:                         
05 Section 12. Budget. (a) The governor shall submit to the legislature, at a time                                   
06 fixed by law, a budget for the next fiscal year setting forth all proposed expenditures                                 
07 and anticipated income of all departments, offices, and agencies of the State. The                                      
08 governor, at the same time, shall submit a general appropriation bill to authorize the                                  
09 proposed expenditures, a separate appropriation bill to authorize the proposed                                      
10       expenditures to fund public education for grades kindergarten through twelve,                                 
11       and a bill or bills covering recommendations in the budget for new or additional                                  
12       revenues.                                                                                                         
13    * Sec. 2. Article IX, sec. 12, Constitution of the State of Alaska, is amended by adding a                         
14 new subsection to read:                                                                                                 
15            (b)  The legislature shall, by the forty-fifth day of each regular session of the                            
16       legislature, pass and transmit to the governor a bill making appropriations to fund                               

01       public education for grades kindergarten through twelve for the succeeding fiscal year.                           
02    * Sec. 3. The amendments proposed by this resolution shall be placed before the voters of                          
03 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        
04 State of Alaska, and the election laws of the state.
