CSHJR 10(ENE): Supporting development of the road belt electrical transmission line; and urging members of the Alaska delegation in Congress to pursue the development of this high-voltage electrical line in the interior of the state.

00 CS FOR HOUSE JOINT RESOLUTION NO. 10(ENE) 01 Supporting development of the road belt electrical transmission line; and urging 02 members of the Alaska delegation in Congress to pursue the development of this high- 03 voltage electrical line in the interior of the state. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 WHEREAS development of the road belt electrical transmission line would create a 06 high-voltage electrical line running from Sutton to Glennallen, where a sub-transmission line 07 would extend to Gakona and on to Tok and north through the upper Tanana region to Delta 08 Junction, and the final leg of the project would run from near Delta Junction, just south of 09 Fort Greely, back to Gakona; and 10 WHEREAS development of the road belt electrical transmission line would support 11 infrastructure for energy, national security, economic expansion, and natural resource 12 development in the state; and 13 WHEREAS the Trans Alaska Pipeline System would benefit by using the low-cost 14 energy provided by the road belt electrical transmission line in the operation of the pipeline 15 and protection of its off-grid pump stations; and

01 WHEREAS a high-voltage electrical line would complete an electrical transmission 02 bus loop and establish a second secure path for power transmission from Anchorage to 03 Fairbanks; and 04 WHEREAS an electrical transmission bus loop is needed during a natural disaster, 05 such as an earthquake; and 06 WHEREAS there are 17 small communities in the region that rely on diesel power or 07 other expensive alternatives; and 08 WHEREAS development of the road belt electrical transmission line would support 09 military installations in the state, including Black Rapids Training Site, Donnelly Training 10 Area, Fort Greely, Eielson Air Force Base, and Clear Air Force Station, by providing access 11 to low-cost, reliable, redundant, and renewable energy for the defense of the state and the 12 United States; and 13 WHEREAS development of the road belt electrical transmission line would boost 14 economic growth and support the initiation, growth, expansion, and retention of small 15 businesses in the region by providing low-cost, reliable energy; and 16 WHEREAS there is widespread support for the development of the road belt 17 electrical transmission line; 18 BE IT RESOLVED that the Alaska State Legislature supports the development of the 19 road belt electrical transmission line; and be it 20 FURTHER RESOLVED that the Alaska State Legislature urges the members of the 21 Alaska delegation in Congress to pursue the development of the road belt electrical 22 transmission line, a high-voltage electrical line in the interior of the state for the purpose of 23 supporting defensive capabilities, critical military infrastructure, and the Alyeska Pipeline. 24 COPIES of this resolution shall be sent to the Honorable Donald J. Trump, President 25 of the United States; the Honorable Chuck Grassley, President pro tempore of the U.S. 26 Senate; the Honorable Nancy Pelosi, Speaker of the U.S. House of Representatives; the 27 Honorable Patrick M. Shanahan, Acting United States Secretary of Defense; the Honorable 28 David Bernhardt, Acting United States Secretary of the Interior; the Honorable Rick Perry, 29 United States Secretary of Energy; and the Honorable Lisa Murkowski and the Honorable 30 Dan Sullivan, U.S. Senators, and the Honorable Don Young, U.S. Representative, members of 31 the Alaska delegation in Congress.
