01    * Sec. 4. . LAPSE. The appropriations made in sec. 1 of this Act are for capital projects and                      
02 lapse under AS 37.25.020.                                                                                               
03    * Sec. 5. RETROACTIVITY. Sections 1 - 4 of this Act are retroactive to July 1, 2019.                               
04    * Sec. 6. This Act takes effect immediately under AS 01.10.070(c).
