00 CS FOR HOUSE BILL NO. 235(L&C) 01 "An Act relating to employee contributions for the Alaska technical and vocational 02 education program; relating to allocations of funding for the Alaska Workforce 03 Investment Board; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 23.15.835(a) is amended to read: 06 (a) In the manner provided in AS 23.20 and for the benefit of the program, the 07 department shall collect from each employee an amount equal to .18 [.16] percent of 08 the wages, as set out in AS 23.20.175, on which the employee is required to make 09 contributions under AS 23.20.290(d). The department shall remit to the Department of 10 Revenue, in accordance with AS 37.10.050, money collected under this subsection. 11 * Sec. 2. AS 23.15.835(d) is amended to read: 12 (d) Notwithstanding AS 23.15.840(a), for the fiscal years ending June 30, 13 2015, through June 30, 2025 [2020], the money collected under this section or 14 otherwise appropriated to the Alaska Workforce Investment Board shall be allocated

01 directly in the following percentages to the following institutions for programs 02 consistent with AS 23.15.820 - 23.15.850 and capital improvements: 03 University of Alaska 45 percent 04 Galena Interior Learning Academy 3.860 [4] percent 05 Alaska Technical Center 8.685 [9] percent 06 Alaska Vocational Technical Center 16.405 [17] percent 07 Northwestern Alaska Career and Technical Center 2.895 [3] percent 08 Southwest Alaska Vocational and Education Center 2.895 [3] percent 09 Yuut Elitnaurviat, Inc. People's Learning Center 8.685 [9] percent 10 Partners for Progress in Delta, Inc. 2.895 [3] percent 11 Amundsen Educational Center 1.930 [2] percent 12 Ilisagvik College 4.825 [5] percent 13 Kodiak Seafood and Marine Science Center 1.925 percent. 14 * Sec. 3. AS 23.15.835 is amended by adding a new subsection to read: 15 (i) In addition to the requirements under (d) of this section, the University of 16 Alaska shall administer funds allocated to the Kodiak Seafood and Marine Science 17 Center under (d) of this section for programs consistent with AS 16.52.020 and for 18 capital improvements for the Kodiak Seafood and Marine Science Center. 19 * Sec. 4. The uncodified law of the State of Alaska is amended by adding a new section to 20 read: 21 RETROACTIVITY. If secs. 1 - 3 of this Act take effect after June 30, 2020, secs. 1 - 3 22 of this Act are retroactive to June 30, 2020. 23 * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
