01 * Sec. 7. DEPARTMENT OF CORRECTIONS. (a) Section 14(a), ch. 3, FSSLA 2019, is 02 amended to read: 03 (a) The sum of $6,000,000 is appropriated from the power cost equalization 04 endowment fund (AS 42.45.070(a)) to the Department of Corrections for the costs of 05 reopening the Palmer Correctional Center for the fiscal years [YEAR] ending June 30, 06 2020, and June 30, 2021. 07 (b) Section 14(b), ch. 3, FSSLA 2019, is amended to read: 08 (b) The sum of $10,669,100 is appropriated from the power cost equalization 09 endowment fund (AS 42.45.070(a)) to the Department of Corrections for the costs of 10 reopening the Palmer Correctional Center for the fiscal years [YEAR] ending June 30, 11 2020, and June 30, 2021. 12 (c) The unexpended and unobligated balance on June 30, 2019, of federal receipts 13 received by the Department of Corrections through man-day billings, estimated to be 14 $8,025,700, is appropriated to the Department of Corrections, population management. 15 * Sec. 8. DEPARTMENT OF LAW. (a) The sum of $5,887,583 is appropriated from the 16 general fund to the Department of Law, civil division, deputy attorney general's office, for the 17 purpose of paying judgments and settlements against the state for the fiscal year ending 18 June 30, 2020. 19 (b) The amount necessary, after the appropriation in (a) of this section, to pay a 20 judgment or settlement awarded against the state in The Disability Law Center of Alaska, Inc. 21 v. State of Alaska, Department of Health and Social Services, 3AN-18-09814CI, on or before 22 June 30, 2020, is appropriated from the general fund to the Department of Law, civil division, 23 deputy attorney general's office, to fund the programs described in the court-ordered plan for 24 the fiscal years ending June 30, 2020, and June 30, 2021. 25 (c) The federal receipts received for the programs described in the court-ordered plan 26 under (b) of this section are appropriated to the Department of Law, civil division, deputy 27 attorney general's office, to fund the programs described in the court-ordered plan for the 28 fiscal years ending June 30, 2020, and June 30, 2021. 29 * Sec. 9. DEPARTMENT OF MILITARY AND VETERANS' AFFAIRS. The unexpended 30 and unobligated balance, estimated to be $900,000, of the appropriation made in sec. 1, ch. 31 18, SLA 2014, page 56, line 3, and allocated on page 56, lines 9 - 10 (Department of Military

01 and Veterans' Affairs, armory facilities projects, statewide facilities projects - $900,000) is 02 reappropriated to the Department of Military and Veterans' Affairs for a mass notification 03 system in certain department facilities required to meet Department of Defense unified 04 facilities criteria. 05 * Sec. 10. DEPARTMENT OF REVENUE. (a) Section 28, ch. 1, FSSLA 2019, is amended 06 to read: 07 Sec. 28. DEPARTMENT OF REVENUE. The amount determined to be 08 available in the Alaska Tax Credit Certificate Bond Corporation reserve fund 09 (AS 37.18.040) for purchases, refunds, or payments under AS 43.55.028, estimated to 10 be $700,000,000, is appropriated from the Alaska Tax Credit Certificate Bond 11 Corporation reserve fund (AS 37.18.040) to the Department of Revenue, office of the 12 commissioner, for the purpose of making purchases, refunds, or payments under 13 AS 43.55.028 for the fiscal years [YEAR] ending June 30, 2020, and June 30, 2021. 14 * Sec. 11. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES. Section 15 14, ch. 19, SLA 2018, is amended to read: 16 Sec. 14. DEPARTMENT OF TRANSPORTATION AND PUBLIC 17 FACILITIES. The sum of $2,000,000 is appropriated from the general fund to the 18 Department of Transportation and Public Facilities for the Knik-Goose Bay Road 19 reconstruction [, VINE ROAD TO SETTLERS BAY DRIVE PROJECT]. 20 * Sec. 12. OFFICE OF THE GOVERNOR. (a) The sum of $18,000 is appropriated from the 21 general fund to the Office of the Governor, Office of the Lieutenant Governor, for the purpose 22 of complying with AS 15.45.195 for the fiscal years ending June 30, 2020, and June 30, 2021. 23 (b) The sum of $215,400 is appropriated from the general fund to the Office of the 24 Governor, division of elections, for the purpose of providing voter initiative review, 25 certification, and language translation for the fiscal years ending June 30, 2020, and June 30, 26 2021. 27 * Sec. 13. NATIONAL PETROLEUM RESERVE - ALASKA IMPACT GRANT 28 PROGRAM. (a) The unexpended and unobligated balance of the National Petroleum Reserve 29 - Alaska special revenue fund (AS 37.05.530(a)) under 42 U.S.C. 6506a(l) or former 42 30 U.S.C. 6508 on June 30, 2020, estimated to be $6,670,177, is appropriated to the Department 31 of Commerce, Community, and Economic Development for capital project grants under the

01 National Petroleum Reserve - Alaska impact grant program. 02 (b) The portion of the amount appropriated by sec. 12(b), ch. 3, FSSLA 2019, and (a) 03 of this section that is not subject to a signed grant agreement between the Department of 04 Commerce, Community, and Economic Development and an impacted municipality on or 05 before August 31, 2020, lapses into the National Petroleum Reserve - Alaska special revenue 06 fund (AS 37.05.530(a)) on September 1, 2020. 07 * Sec. 14. FUND CAPITALIZATION. (a) The sum of $600,000 is appropriated from the 08 general fund to the election fund to serve as match for federal election security grants. 09 (b) The amount received from the federal government associated with federal election 10 security grants is appropriated to the election fund. 11 * Sec. 15. RATIFICATIONS OF CERTAIN EXPENDITURES. The following 12 departmental expenditures made in fiscal years 2010, 2012, 2013, 2014, 2016, and 2017 are 13 ratified to reverse the negative account balances in the Alaska state accounting system in the 14 amount listed for the AR number. SALARY AND BENEFIT ADJUSTMENTS. Section 36(b), ch. 1, FSSLA 2019, 29 is amended to read: 30 (b) The operating budget appropriations made to the University of Alaska in 31 sec. 1 of this Act include amounts for salary and benefit adjustments for the fiscal year

01 ending June 30, 2020, for university employees who are not members of a collective 02 bargaining unit and to implement the monetary terms for the fiscal year ending 03 June 30, 2020, of the following collective bargaining agreements: 04 (1) Fairbanks Firefighters Union, IAFF Local 1324; 05 (2) United Academics - Adjuncts - American Association of 06 University Professors, American Federation of Teachers; 07 (3) United Academics - American Association of University 08 Professors, American Federation of Teachers; 09 (4) Alaska Higher Education Crafts and Trades Employees, Local 10 6070. 11 * Sec. 17. CONSTITUTIONAL BUDGET RESERVE FUND. (a) If the unrestricted state 12 revenue available for appropriation in fiscal year 2020 is insufficient to cover the general fund 13 appropriations that take effect in fiscal year 2020 that are made in this Act, as passed by the 14 Thirty-First Alaska State Legislature in the Second Regular Session and enacted into law, the 15 amount necessary to balance revenue and general fund appropriations that take effect in fiscal 16 year 2020 that are made in this Act, as passed by the Thirty-First Alaska State Legislature in 17 the Second Regular Session and enacted into law, is appropriated to the general fund from the 18 budget reserve fund (art. IX, sec. 17, Constitution of the State of Alaska). 19 (b) The appropriation made in (a) of this section is made under art. IX, sec. 17(c), 20 Constitution of the State of Alaska. 21 * Sec. 18. LAPSE. (a) Sections 4, 9, and 13(a) of this Act are for capital projects and lapse 22 under AS 37.25.020. 23 (b) The appropriations made in secs. 13(b) and 14 of this Act are for the capitalization 24 of funds and do not lapse. 25 * Sec. 19. This Act takes effect immediately under AS 01.10.070(c).
