00                              HOUSE BILL NO. 90                                                                          
01 "An Act relating to the definition of political party; and providing for an effective date."                            
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1. AS 15.80.010(27) is amended to read:                                                                  
04                 (27)  "political party" means an organized group of voters that                                         
05       represents a political program and has at least 5,000 registered voters in the state                          
06 [(A)  THAT NOMINATED A CANDIDATE FOR                                                                                    
07 GOVERNOR WHO RECEIVED AT LEAST THREE PERCENT OF THE                                                                     
08 TOTAL VOTES CAST FOR GOVERNOR AT THE PRECEDING                                                                          
09 GENERAL ELECTION OR HAS REGISTERED VOTERS IN THE STATE                                                                  
10            EQUAL IN NUMBER TO AT LEAST THREE PERCENT OF THE TOTAL                                                       
11            VOTES CAST FOR GOVERNOR AT THE PRECEDING GENERAL                                                             
12            ELECTION;                                                                                                    
13 (B)  IF THE OFFICE OF GOVERNOR WAS NOT ON THE                                                                           
14 BALLOT AT THE PRECEDING GENERAL ELECTION BUT THE OFFICE                                                                 
15 OF UNITED STATES SENATOR WAS ON THAT BALLOT, THAT                                                                       
01 NOMINATED A CANDIDATE FOR UNITED STATES SENATOR WHO                                                                     
02 RECEIVED AT LEAST THREE PERCENT OF THE TOTAL VOTES CAST                                                                 
03 FOR UNITED STATES SENATOR AT THAT GENERAL ELECTION OR                                                                   
04 HAS REGISTERED VOTERS IN THE STATE EQUAL IN NUMBER TO                                                                   
05 AT LEAST THREE PERCENT OF THE TOTAL VOTES CAST FOR                                                                      
06            UNITED STATES SENATOR AT THAT GENERAL ELECTION; OR                                                           
07 (C)  IF NEITHER THE OFFICE OF GOVERNOR NOR THE                                                                          
08 OFFICE OF UNITED STATES SENATOR WAS ON THE BALLOT AT                                                                    
09 THE PRECEDING GENERAL ELECTION, THAT NOMINATED A                                                                        
10 CANDIDATE FOR UNITED STATES REPRESENTATIVE WHO                                                                          
11 RECEIVED AT LEAST THREE PERCENT OF THE TOTAL VOTES CAST                                                                 
12 FOR UNITED STATES REPRESENTATIVE AT THAT GENERAL                                                                        
13 ELECTION OR HAS REGISTERED VOTERS IN THE STATE EQUAL IN                                                                 
14 NUMBER TO AT LEAST THREE PERCENT OF THE TOTAL VOTES                                                                     
15 CAST FOR UNITED STATES REPRESENTATIVE AT THAT GENERAL                                                                   
16            ELECTION];                                                                                                   
17    * Sec. 2. This Act takes effect January 1, 2020.
