SR 201: Supporting the ongoing review of and the gathering of information related to the state's oil and gas fiscal policy; and expressing an intention, in a good faith effort with the House of Representatives, to evaluate and act on the recommendations of the oil and gas fiscal policy experts recently retained by the Legislative Budget and Audit Committee.

00 SENATE RESOLUTION NO. 201 01 Supporting the ongoing review of and the gathering of information related to the state's 02 oil and gas fiscal policy; and expressing an intention, in a good faith effort with the 03 House of Representatives, to evaluate and act on the recommendations of the oil and gas 04 fiscal policy experts recently retained by the Legislative Budget and Audit Committee. 05 BE IT RESOLVED BY THE SENATE: 06 WHEREAS both the Senate and the House of Representatives passed legislation 07 amending the state's oil and gas production tax policies during the First Regular Session of the 08 Thirtieth Alaska State Legislature; and 09 WHEREAS legislation passed this year would establish a bipartisan working group 10 with co-chairs from the Senate and the House of Representatives; and 11 WHEREAS the working group would be equally directed by the co-chairs of the 12 Senate and the House of Representatives; and 13 WHEREAS the Legislative Budget and Audit Committee met on May 8, 2017, and 14 retained three experts to analyze and provide recommendations on the state's oil and gas fiscal 15 systems; and

01 WHEREAS the Senate believes it is critical to the future of the state that the 02 legislature consider the recommendations of oil and gas fiscal policy experts before changing 03 the state's oil and gas fiscal policy; and 04 WHEREAS the development of oil and gas fiscal policy requires coordination by 05 multiple state agencies and commissions to gather and communicate information to the 06 legislature and the public on an annual and recurring basis; and 07 WHEREAS pertinent information to consider when developing oil and gas fiscal 08 policy includes the potential amount of revenue produced for the state treasury, estimated 09 amounts of credits and deductions earned in the state, assessments of the projects undertaken 10 and types of work performed, and the estimated number of jobs created or retained in the 11 previous year; 12 BE IT RESOLVED that the Senate supports the ongoing review of and the gathering 13 of information related to the state's oil and gas fiscal policy; and be it 14 FURTHER RESOLVED that the Senate, in a good faith effort with the House of 15 Representatives, intends to evaluate and act on the recommendations of the oil and gas fiscal 16 policy experts retained on a nonpartisan basis through the Legislative Budget and Audit 17 Committee.
