SCR 3: Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Joint Resolution No. 5, urging the United States Congress to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge to oil and gas development; urging the United States Department of the Interior to recognize the private property rights of owners of land in and adjacent to the Arctic National Wildlife Refuge; relating to oil and gas exploration, development, production, and royalties; and relating to renewable and alternative energy technologies.

01 Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State                                         
02 Legislature, concerning House Joint Resolution No. 5, urging the United States Congress                                 
03 to pass legislation to open the coastal plain of the Arctic National Wildlife Refuge to oil                             
04 and gas development; urging the United States Department of the Interior to recognize                                   
05 the private property rights of owners of land in and adjacent to the Arctic National                                    
06 Wildlife Refuge; relating to oil and gas exploration, development, production, and                                      
07 royalties; and relating to renewable and alternative energy technologies.                                               
08 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
09 That under Rules 49(a) and 54, Uniform Rules of the Alaska State Legislature, the                                       
10 provisions of Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State                                      
11 Legislature, regarding changes to the title of a bill, are suspended in consideration of House                          
12 Joint Resolution No. 5, urging the United States Congress to pass legislation to open the                               
13 coastal plain of the Arctic National Wildlife Refuge to oil and gas development; urging the                             
14 United States Department of the Interior to recognize the private property rights of owners of                          



01 land in and adjacent to the Arctic National Wildlife Refuge; relating to oil and gas                                    
02 exploration, development, production, and royalties; and relating to renewable and alternative                          
03 energy technologies.
